Window tinting in Uzbekistan: permits and current rules

Resolutions No. 547, PQ-298 and 465: rear windows, front side window permits, 30% light transmission and the 14 cm windshield strip.

Which documents apply?

This overview covers passenger cars used in Uzbekistan and was checked on 6 October 2026. The main documents are Cabinet of Ministers Resolution No. 547 of 18 July 2018, Presidential Resolution No. PQ-298 of 28 June 2022, and Cabinet of Ministers Resolution No. 465 of 28 July 2021. Rear window and rear side windows

Paragraph 2 of Resolution No. PQ-298 removed the permit requirement for tinting passenger-car rear side windows from 1 July 2022. Paragraph 2(b) of Resolution No. 547 allows tinting the rear window and the rear side windows of the relevant vehicle categories without a permit or a light-transmission limit, subject to the approved state standard.

No government permit fee is required for these windows. This does not mean film installation is free: material and labour costs are agreed separately with the studio.

Front side windows: permit and light transmission

Under paragraph 2(a) of Resolution No. 547, tinting front side windows requires a permit valid for one year, and light transmission must be at least 30%. This does not mean “30% darkness”: the figure describes how much light passes through the glass.

Paragraph 2 of Resolution No. PQ-298 sets the fee at 8 basic calculation units (BHM) for passenger cars owned by individuals and legal entities. Applying through my.gov.uz costs 7.2 BHM, or 90% of the base fee. Check the final amount in Uzbek sums on the portal invoice when paying; it changes when the BHM changes.

Strip at the top of the windshield

Paragraph 2(b) of Resolution No. 547 and paragraph 5 of the regulation approved by Resolution No. 465 allow a strip no wider than 14 cm at the top of the windshield without a permit. This exception does not authorise tinting the entire windshield.

A product being labelled “athermal” or “ceramic” does not automatically make installation legal. Before installation, confirm the glass’s final light transmission and the current technical requirements with the Road Traffic Safety Service.

How to obtain a permit

Apply through service No. 415 on my.gov.uz, pay the generated invoice and download the permit with its QR code. The service follows the administrative regulation approved by Resolution No. 465.
